Add common configurations of the IPv6 DHCP Option37.

MdName can be configured with 16 bytes while MaName can be configured with 13 bytes, which fails to meet interconnectivity requirements. For the 802.1ag format, configure the length of the MD name from 16 bytes to 43 bytes, and configure the sum of lengths of the MD name and MA name to be within 44 bytes. Configure the MAID length within 48 bytes.

Increase the capacity of mac-acl, ip-acl, and map-acl from 128 to 1024, and that of ipv6-acl from 128 to 512.

Increase the capacity of the DHCP snooping, IPSG, and DAI binding table from 110 to 512, and that of IPSGv6 from 110 to 256.

Increase the number of configurable sub-IP interfaces of the IP interface from 4 to 16.

Modifications to dual-system:
For original configurations, support downloading configuration files to the backup system partition. Now, it is modified to download the configuration file to the current system partition by default.
Add a function to select upgrading the current system (configuration file) or the backup system (backup configuration file).

Change the number of IPv4 ACL rules from 128 to 1 K.
